On April 5, inmates at the City Justice Center in St. Louis protested. They broke windows and chanted as people gathered on the street below to watch the protest unfold.

One inmate tied a towel to the window of the City Justice Center to demonstrate the ability to jump down from the window but no one actually climbed out.
